When restoring an old car should I fix the mechanics or the looks? - six steps to a perfect inlay

Today is not perfect, but it works and sounds great about (not like a ricer, or not only the original straight six-cylinder) engine. My next step should be to a new paint job inside and redo all or should I go and change oil and spark plugs, brakes, suspension, hoses and compressor right?
